In Germany, the Joint Gambling Authority of the Federal States ( GGL ) ensures that only reputable providers are granted a concession and listed on the so-called White List. This protects you from fraud and unscrupulous practices.
GGL and White List – what exactly does that mean?
The GGL regulates the cross-state gambling market in Germany, particularly online. It grants licences, monitors providers, and ensures that rules for protection against gambling-related harm and manipulation are observed. It also combats illegal gambling and makes sure that both sports betting and virtual slot games are conducted fairly and without manipulation.
To guarantee fair competition, the GGL sets uniform rules for all providers and keeps a close eye on the market. The GGL also coordinates cooperation between the federal states and international authorities and serves as a contact point for all stakeholders involved in the field of gambling.
The official White List of the GGL includes all providers holding a valid concession. Only these are permitted to operate legally in Germany and offer their services. The White List is continuously updated.
Which providers are listed on the White List?
The White List contains a wide range of different providers that are permitted to offer various types of gambling or betting legally and under state supervision. Here is a brief overview of the providers for which the GGL is responsible:

- Nationwide social lotteries
- Commercial game brokerage across several federal states
